Key meeting calls for improving governance

The Party's leadership of its grassroots organizations should be strengthened to increase its efficiency of governance, according to a key Party meeting on Thursday.

Xi Jinping, general secretary of the Communist Party of China Central Committee, presided over the meeting of the Political Bureau of the CPC Central Committee.

The participants reviewed four reports on such issues as primary-level governance, the Party's disciplinary inspection work and the work of the leading Party members' groups of the top legislature, central government, top political advisory body, top court, top procuratorate as well as the Secretariat of the CPC Central Committee.

Modernization of the system and capacity for primary-level governance was highlighted at the meeting as important work concerning the Party's governance foundation and the security of State power.

A statement released after the meeting said a number of requirements were listed. These include strengthening the Party's leadership, boosting governance capacity and establishing grid-based management, among others.

The grassroots governance system should be further built up so that it can smoothly switch between the regular management mode and the emergency management mode to cope with the epidemic control and prevention work.

The people's various problems should be better addressed via such efforts as building up a comprehensive platform of governance and enhancing the building of grassroots worker teams, the statement said.

The meeting participants also recognized the Party's disciplinary inspection work over the past year.

Disciplinary inspection work in 2021 should focus on supervising and examining implementation of the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and implementation of the major arrangements for the 14th Five-Year Plan (2021-25) period, the statement said.

Disciplinary inspection is a strategic measure for the Party to strengthen its self-supervision, and the supervision over principal leaders should be further strengthened, the statement said.

It also called for more targeted, scientific, forceful and effective disciplinary inspection to provide a strong guarantee for a good start in the development for the 14th Five-Year Plan period.
